Table-Top Exercise

1st annual table-top exercise was conducted on 15 June 2016 to fire Wardens at JTC Launchpad Meeting room. Fire wardens were briefed on the upcoming fire drill and its scenario. To those fire wardens who have missed the briefing can download the slide. Click here to download.

JTC Launchpad Fire Command Centre will be organising Fire Evacuation Drill on

Date: 22 June 2016
Time : 1600hrs

All tenants of Block 79 & Block 73 are to participate the activity. Our objectives are;

  • The overall time frame for the conduct of the exercise.
  • The main scenarios being played.
  • The process of injecting the anticipated problems.
  • Location map or layout plan for specific incidents or problems being played.
  • Understanding the roles and responsibilities of Fire Safety Commitee

What is the rationale to convert existing Fire Emergency Plan (FEP) to the Emergency Response Plan (ERP)?

  • The Fire Emergency Plan (FEP) is a plan that contains information on the types of fire safety measures that are provided in designated premises and includes floor layout plans and fire evacuation procedures. Currently, all public buildings are required to formulate a FEP for their building. Buildings that require the appointment of FSM however, not only need the FEP but also the In-Place-Protection (IPP) plan and Arson Prevention Plan (APP). The FSM is also required to conduct Table Top exercises annually.
     
  • The ERP on the other hand is a more comprehensive plan that integrates all the plans (FEP, IPP and APP). The inclusion of other fire-related emergencies like CBRE attacks is dependent on the risk level of their premises. Essentially, the ERP will outline response procedures to all the different types of fire and fire-related incidents (inclusive of mass casualty incident) in the building and stipulate the relevant actions to be taken to protect and evacuate people in the building under different emergency scenarios.


Premises requiring an ERP

1. Public building

Public building having an occupant load of more than 200 persons in which a Fire Certificate is issued. Example, office buildings, shopping centres, hotels, hospitals, place of public resort, etc.

2. Duties of owners or occupiers

  • To prepare the ERP within 6 months from the commencement of the Fire Safety Amendment Act.
  • To prepare the ERP in accordance the guidelines issued by SCDF.
  • To form a Fire Safety Committee to plan and conduct fire safety programmes including fire evacuation drills and table-top exercises.
  • To review and update the ERP annually.

3. Conducting of evacuation drills and table-top exercises

2 evacuation drills and 2 table-top exercises are required to be conducted annually. However, for those premises which do not require the appointment of FSM, only 2 evacuation drills will have to be conducted annually.

Next date to conduct evacuation drill and table-top exercise would be in June 2016.

Fire Safety information 01/16



Welcome to our Fire Safety News at JTC Launchpad @ One-North. This is a private blog for Fire Wardens of Blk 79 and Blk 73 Ayer Rajah Crescent.. The intended purpose is to provide awareness in Fire Safety.
Last December 2015, we had completed our Table-top exercise and Fire Drill. This in accordance with Fire Safety Regulations to conduct 2 table-top exercise and fire drill per year. We would like to encourage in future more participants to participate and familiarise with emergency scenarios.

Under the regulations, fire warden to be appointed by the organisation to provide assistance in handling emergency scenarios. In the event of fire; the following steps are to follow;

As a Fire Warden / Assistant Fire Warden
  1. Alert everyone on his storey/office to evacuate in an orderly manner using the nearest exit
  2. Check all offices, stores, toilet, etc to ensure that no one is left behind
  3. Ensure that disabled, children, pregnant woman, etc if present in their storey are given particular attention during the evacuation
  4. Leave the building after ascertaining that all the occupants of the floor have complied with his order
  5. On reaching the assembly area , conduct a roll call of the staff present and report to the coordinator.
Checking attendance
Fire Warden have to take attendance of staff who is present at the assembly area while absent column are those for staff who is not at the assembly area. Staff might be trapped in the building and require for search and rescue by the Singapore Civil Defence Force.
Assembly Area
All tenants have to assemble at the Basketball Court next to Multi-Purpose Hall (MPH) or Meeting Hall. Time will be recorded from the start to the end. Once all accounted for the drill will end when Fire Safety  Manager receive all the attendance.



Inspection of Fire Extinguisher:


As some of you aware of my reminder that Fire Extinguisher require to send for inspection when it expire. Please send me an email, the serial number and new expiry date. Fire extinguisher which have not expired or those who have send me an email can ignore this message.
